In order to comply with the regulations and track all movements of contaminated soil that is excavated and moved away from the original site, you must create an account in the Traces Québec system.
Traces Québec is intended for all stakeholders involved in the traceability of excavated contaminated soil, such as owners of contaminated soil, transporters and receiving sites. For cases covered by the Regulation respecting the traceability of excavated contaminated soil (Règlement concernant la traçabilité des sols contaminés excavés, in French only), fees per metric tonne are applicable under the Regulation respecting the fees payable with respect to the traceability of excavated contaminated soils. These fees are charged to the owner of the contaminated soil, the project manager or the person responsible for any accidental waste, as well as to certain receiving locations.
Traces Québec and Traces Québec Transport are high-performance, state-of-the-art computer solutions developed by Attestra on behalf of the Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP). Designed to manage and monitor traceability data associated with excavated contaminated soil, they are available free of charge at all times, in addition to featuring a user-friendly and secure interface for its users.
Traces Québec Transport is now available in a mobile version. To use the mobile application, you must be a registered user with a Transporter account.
If you do not have a Transporter account, registration must be done through the web portal to create one for your organization (transport company with one or more trucks, self-employed trucker, municipality, ministry or organization). Then, using the web version of Traces Québec, users can perform some of the following actions, depending on whether they are an account administrator, an account manager or a trucker:
